First of all, you need to understand that wheel balancing is a prolonging/preventative regular maintenance service and not a correctional lifelong guaranteed service. In fact, wheels and tyres are never exactly the same weight all around. The wheel's valve stem hole will usually subtract a small amount of weight from that side of the wheel.
